EDF for Freelancers? Who Files After RBI's 7-Oct Update (2026)
If you earn as an individual — tutoring, small software work, creator payouts — RBI said on 7 October 2026 you need not file EDF; FAQs are pending, so confirm with your bank. Firms and companies exporting services must file a monthly EDF, first one due 30 November. Our free tool fills the form for you.
Short answer: firms file, individuals wait for FAQs
If you export services through a firm or company, file a monthly EDF with your bank — first one due 30 November 2026 for October invoices. If you earn as an individual, RBI said on 7 October 2026 you are not required to report, with FAQs to follow. Either way, confirm with your bank once, then use our free tool to fill the form in minutes.
What RBI actually said on 7 October
At the post-policy press conference on 7 October 2026, Governor Sanjay Malhotra said individuals providing services abroad, such as tutoring or small software work, and getting paid for it, are not required to report — and RBI will issue FAQs. Deputy Governor Rohit Jain added that individuals are not included in reporting for contracts of a personal nature. The regulation text has not changed, so treat this as a stated position plus pending FAQs, not a final exemption in writing.
Why much of the internet is wrong right now
Most freelancer guides were published between 1 and 6 October and still say every freelancer must file. They predate the clarification. Check the date on anything you read — anything before 7 October 2026 on individuals is stale.
Who files and who does not
| You earn as | File EDF? | What to do |
|---|---|---|
| Private limited / LLP / partnership / proprietorship firm | Yes, monthly | File within 30 days of month-end; first due 30 Nov 2026 |
| Individual: tutoring, small software work, personal-nature contracts | No (per RBI statement) | Confirm with your bank; watch for RBI FAQs |
| Individual via platform payouts (YouTube, AdSense) | Bank decides | Ask branch what it accepts as invoice reference |
| Software company / IT services / agency / consultancy | Yes, monthly | Single EDF per month; software has no pay-on-receipt option |
The November 30 deadline and the monthly rhythm
The EDF is due within 30 days from the end of the month in which the invoice was raised. October invoices mean a 30 November deadline; November invoices mean 30 December. Set a month-end habit: export the invoice list, total it in rupees, file one EDF. The payment itself then has 9 months from each invoice date — 12 if invoiced or settled in rupees.
Filing path for firms in five steps
- Pull the month's foreign invoices: recipient, country, number, date, currency, amount.
- Confirm routing with your bank once: DTA filers submit to the AD bank where money arrives.
- Total the month in rupees and write a one-line service description.
- Complete the declaration: who declares, who pays, whether money is received, and the 9- or 12-month due date from the earliest invoice.
- File per your bank's channel — branch, email or net banking — and keep its acknowledgement with the month's records.

Do freelancers need to file EDF for foreign payments?
If you earn as an individual, RBI said on 7 October 2026 that individuals providing services abroad — such as tutoring or small software work — are not required to report, and Deputy Governor Rohit Jain added that contracts of a personal nature are not included. RBI will issue FAQs to settle the scope, and until they are out, confirm with your bank before filing or skipping.
Who must file EDF for service exports?
Firms and companies exporting services or software from India must file a monthly Export Declaration Form with their AD bank. Individuals are carved out per RBI's 7 October 2026 clarification, pending FAQs. If you bill through a proprietorship, company, LLP or partnership, you file.
What is the first EDF filing deadline?
30 November 2026 for invoices raised in October 2026. The rule is 30 days from the end of the month in which the service invoice was raised, so November invoices are due by 30 December. One monthly EDF can cover every client of that month.
Can one EDF cover several clients and currencies?
Yes. Regulation 3(2)(a) lets a single monthly EDF cover every service export of the month across clients — list each invoice once with recipient, country, invoice number and date, currency and amount. With one client its name also goes in the consignee box; with several, that box points to the invoice table.
I earn from YouTube or AdSense. Do I file EDF?
Platform payouts are the grey area RBI's FAQs are expected to address: platforms pay on their own statements rather than against your invoice. Your bank decides what it accepts as the invoice reference — ask your branch once before the first filing and follow its instruction.
By when must the export payment arrive?
The full export value must be realised within 9 months of the invoice date, or 12 months where the export is invoiced and/or settled in INR. The EDF declaration asks you to state that date, computed from your earliest invoice.
Does EDF change my GST or income tax?
No. EDF is a FEMA declaration to your bank, not a tax filing. GST zero-rating, LUT and income-tax treatment of export receipts continue under their own rules — keep them consistent with what you declare.
