West Bengal Trade Licence: How to Apply (2026)

Jayanth Chandra··8 min read·west bengal trade licence, how to apply trade licence in west bengal

West Bengal calls its trade licence the Certificate of Enlistment (CE). New applications go online via the e-District portal, renewals via Silpasathi — here is the KMC and municipal route with documents, fees, timeline and renewal.

TL;DR — West Bengal trade licence in 30 seconds

The short answer

West Bengal's trade licence is called the Certificate of Enlistment (CE). Apply online only on the West Bengal e-District portal with two self-attested documents (premises occupancy proof + photo ID) plus a self-declaration, pay online, and the certificate generates in real time. KMC issues the same CE under Section 199 of the KMC Act, 1980. Renew yearly against the demand notice. It is municipal permission to operate — not the DGFT import export licence (IEC).

What the West Bengal trade licence actually is

In West Bengal the trade licence is formally the Certificate of Enlistment (CE) for professions, trades and callings, issued by the municipal body under the Urban Development & Municipal Affairs (UD&MA) department. In Kolkata that body is the Kolkata Municipal Corporation (KMC), acting under Section 199 of the KMC Act, 1980; outside Kolkata it is your municipality or municipal corporation under the same UD&MA framework.

The CE is permission to operate at a premises within municipal limits — it regulates what runs where, and it is issued per financial year with yearly renewal. Do not confuse it with the import export licence (IEC): the CE lets you run the shop, office, godown or factory locally, while the IEC from DGFT is what lets goods cross borders.

Who needs it and which route applies to you

Any business, profession or calling carried on within municipal limits needs a CE — shops, offices, godowns, factories, eateries, clinics and agencies alike. The route depends on where the premises sits and whether you are applying fresh or renewing.

New vs renewal portals differ

New CE issuance runs on the e-District portal; renewal runs as a separate UD&MA e-service on the Silpasathi portal. KMC additionally publishes its own Licence Department pages, forms and fee charts. Start on the portal matching your case, not a generic agent site.

How to apply step by step

Issuance of a new Certificate of Enlistment is online only — no physical visit is required. The same applicant procedure applies irrespective of risk category, firm size or investor type.

  1. Complete OTP-based registration on the West Bengal e-District portal and log in with your username and password.
  2. Open the UD&MA service for Issuance of Trade License (Certificate of Enlistment) in Municipal Areas and click Apply.
  3. Enter applicant basics (name, date of birth/inception, mobile, email), the business address, and your communication address with district, municipality/corporation, borough and ward as applicable.
  4. Enter business details: firm name, category of business, expected commencement date, rent or annual valuation, nature of trade, godown/workshop address and the licence period applied for.
  5. Add owner or authorised-person details, accept the declaration, and save.
  6. Upload supporting documents (all mandatory items marked in the portal), then submit — an Application Identification Number (AIN) is generated. Note it down; SMS and email updates follow.
  7. Choose Pay now or Finish (pay later via Track Application using the AIN). Select the payment gateway, pay online, and verify the certificate preview before confirming.
  8. After successful payment the digitally signed certificate generates in real time. Download it from the Track Application page; third parties can verify its genuineness through the portal.

KMC-specific application notes

KMC accepts the prescribed form under Section 199 with occupancy proof matched to your situation (owner: tax bill; tenant: rent receipt; lessee: lease deed; rent-free: owner consent letter plus tax bill; sub-tenant: owner consent plus original tenant's rent bill and CE). Licence Department officials may also issue a CE on the spot during inspection if a trade is found running without one.

Documents required

The UD&MA document list is the same across risk categories and firm sizes. Keep scans ready before you start — every mandatory upload is marked in the portal.

  • Identity proof: any government photo ID — EPIC, Aadhaar, driving licence or passport (doubles as residential proof of the applicant).
  • Occupancy proof of the business address: current municipal property tax receipt (owner); rent receipt or rent-control challan (tenant); lease agreement (lessee); consent letter with area plus consenter's tax receipt/CE (rent-free); conveyance deed with advocate-certified IGR receipt (purchased premises); government or municipal-body agreement (market/government campus); society secretary consent (co-operative housing); competent-authority NOC (government housing estate).
  • Self-declaration that compliance with other applicable laws — fire, pollution control, clinical establishment, excise, police, customs, RBI, SEBI — will be ensured by the applicant.
  • Partnership firms: all partnership deeds. Companies/private limited: Memorandum and Articles, occupancy proof and incorporation details.
  • Trade-specific permissions alongside, not upfront: FSSAI for food, drug control for chemists, SEBI membership for share broking, IEC certificate for import/export businesses, amusement department clearance for games/cinemas, police application for liquor/arms/inflammables — production of these is not required prior to or at issuance, but running without them invites action.

Fees, timeline and validity

There is no single flat fee for a West Bengal trade licence — the payable amount follows your municipal body's schedule by nature of trade, premises area and the applicable sections of the municipal Act. Always go by your generated demand or your municipality's current-year fee chart.

ItemWhat is verified
Section 199 CE componentCapped at Rs. 2,500 per year
Illustrative KMC demand (100 sq ft office, 2025-26)Rs. 1,220 total across sections incl. processing fee
New CE on e-District real-time routeGenerated immediately after online payment, no departmental intervention
New CE per KMC FAQSeven days, varying with merits of the case
Renewal late fineRs. 50 per month per the schedule (⚠️ NOT AVAILABLE: confirm current-year table on your live demand)
Exact fee for your trade and area⚠️ NOT AVAILABLE as a universal figure — check your demand notice or municipal fee chart
Fees and timelines — verified orientation figures

Validity follows the financial year with yearly renewal. Display the certificate prominently near the establishment's entry gate — newer certificates carry a QR code — and give KMC officers access for inspection during reasonable hours.

Renewal, defaulters and common mistakes

Renewal is deliberately light: a demand notice is sent each year, you pay the stated amount, and the paid notice with receipt counts as the CE — no fresh form, documents or office visit. KMC has run this demand-notice renewal system since 2003-04.

  • Pay the renewal demand on time — late payment attracts the monthly fine and, if the CE lapses, revival on application with arrears.
  • Defaulters pay multiples of the current-year schedule: 2x for one defaulting year, 3x for two years, 4x for three or more years, plus arrears — companies are assessed from the date of incorporation with no waiver.
  • Keep occupancy proof current: a changed lease, expired rent receipt or missing owner consent is the most common ground for post-issuance inspection trouble.
  • Do not run regulated activities on a plain CE alone — liquor, explosives/gas, clinical establishments, eateries and cable/amusement trades need their sectoral permissions alongside.
  • If details were entered wrongly, use the portal's Cancel-to-draft option to correct before payment rather than paying on a faulty certificate.

General information only

This guide is general information based on published UD&MA and KMC pages. Fee schedules, fine tables and portal flows are revised yearly — confirm the current position with your municipal authority or the live portal before applying or paying.

Frequently asked questions

How do I apply for a trade licence in West Bengal?

Apply online only: register with OTP on the West Bengal e-District portal, fill the Certificate of Enlistment form with business and premises details, upload self-attested occupancy and identity proof, submit to generate an AIN, then pay online — the certificate is generated in real time after payment. In Kolkata (KMC areas), the same CE is issued under Section 199 of the KMC Act, 1980.

What is a Certificate of Enlistment (CE) in West Bengal?

The Certificate of Enlistment is West Bengal's name for the municipal trade licence — the permission from your municipal body (KMC in Kolkata, otherwise your municipality/corporation) to carry on a profession, trade or calling within its limits. New CEs and renewals are issued through the portal in real-time mode under the Urban Development & Municipal Affairs department.

What documents are required for a West Bengal trade licence?

Minimum two self-attested documents: occupancy proof of the business address (current municipal property tax receipt, rent receipt/challan, lease agreement, conveyance deed, or owner consent letter for rent-free premises) and photo identity proof (EPIC/Aadhaar/driving licence/passport). Add a self-declaration that other applicable laws (fire, PCB, excise, police, RBI/SEBI etc.) will be complied with. Companies add MoA/Articles and occupancy proof; partnership firms add the partnership deed; regulated trades add their sectoral permission.

What are the West Bengal trade licence fees?

Fees follow your municipal body's schedule by nature of trade, premises area and applicable sections — there is no single flat figure, so check your demand notice or your municipality's fee chart before paying. As orientation: the Section 199 CE component is capped at Rs. 2,500 per year, and one published KMC demand for a 100 sq ft office totalled Rs. 1,220. Statutory trade-wise certificates, licences or permits for regulated activities are not demanded upfront at issuance — compliance is self-declared.

How long does it take to get the licence?

On the e-District/Silpasathi real-time route, the certificate generates immediately after online payment with no departmental intervention. KMC's own FAQ states seven days for a new CE, varying with the merits of the case. Renewal-year late fine is Rs. 50 per month (⚠️ NOT AVAILABLE: confirm the current late-fine and revival rules on your live demand notice, as schedules are revised yearly).

How do I renew a West Bengal trade licence? What if I default?

Renewal runs on the demand-notice system: pay the amount on the yearly demand notice (in KMC, historically at counters or the KMC web portal; outside KMC via Silpasathi) and the paid notice plus receipt acts as the CE — no fresh application or documents. Defaulters pay multiples of the current-year schedule: two times for one defaulting year, three times for two years, four times for three or more years, plus arrears. ⚠️ NOT AVAILABLE: verify the current renewal window and fine table on your live demand, as yearly schedules change.

Is a West Bengal trade licence the same as an import export licence (IEC)?

No. The CE/trade licence is municipal permission to operate at a premises; the IEC is DGFT's 10-digit code mandatory for any import or export of goods. A trading business in Kolkata typically needs both, plus Udyam if it wants MSME benefits. The full comparison is covered in the pillar guide.
