Have an Export Order But No Cash to Manufacture? (2026)
A confirmed export order is bankable paper: it unlocks packing credit for raw materials, manufacturing and packing before shipment. What to prepare, how banks evaluate the order, and realistic timelines.
The Monday-morning answer — your order is bankable paper
An export order you cannot afford to manufacture is not a dead end — it is the exact document pre-shipment finance was built for. Indian banks extend packing credit specifically to fund purchase, processing, manufacturing and packing of goods before shipment, sanctioned against an LC, a confirmed irrevocable order, or any other evidence that an export order exists. A signed PO or proforma invoice with the buyer, goods, quantity, value and shipment date is enough to start the conversation.
What this post is not
This is the need-moment playbook — what to do with an order in hand and no manufacturing cash. For the product mechanics underneath (rupee vs foreign-currency packing credit, rate structures, limits and security), read the packing-credit guide alongside.

Request manufacturing funding →Your three funding paths — pick by situation
There is no single pre-shipment product — there are three doors, and the right one depends on your paperwork and history. All three fund the same factory floor; they differ in what evidence the bank needs upfront.
| Path | Needs upfront | Best when |
|---|---|---|
| Rupee packing credit (order-wise) | Confirmed PO/PI or LC, IEC, standard bank pack | First order, or occasional exports — separate account per contract |
| Packing credit in foreign currency (PCFC) | Same order evidence + forex exposure to match | Order and inputs priced in USD/EUR — borrow in the currency you will earn |
| Running account facility | Good track record; orders produced within agreed period | Repeat exporter with continuous order flow — draw first, file orders after |
First-time exporter with one PO: door one. Repeat exporter drowning in POs every month: door three, and stop doing order-wise paperwork forever. Buyer paying in foreign currency while your inputs are imported: ask about door two so the borrowing matches the receivable.
The documents that unlock the money
Banks do not fund narratives — they fund files. The good news is the file is short, and most of it already exists inside your order email thread.
- IEC allotment letter from DGFT (one-time record, verified against original).
- Confirmed export order, contract, proforma invoice or LC — must show buyer name and address, goods description, quantity, unit price and order value, destination port, last shipment date and payment terms.
- Formal application for the advance plus an undertaking to use it only for procuring, manufacturing and shipping the ordered goods.
- Demand promissory note, letter of continuity and packing-credit agreement; guarantees, collateral or charge registration exactly as the sanction advice states.
- Supplier proforma invoices wherever the advance pays vendors directly — banks prefer paying suppliers over handing you cash.
- Stock statements detailing procured materials within about 15 days of the advance, then monthly; DGFT licence or quota proof if the goods are restricted or canalised.
Order still preliminary?
Deals closed over email or messages qualify for a start: banks can advance against preliminary advice carrying buyer, goods, quantity, value, shipment and payment terms, plus your undertaking to lodge the confirmed order or LC within a reasonable time — commonly around 15 days. The preliminary advice gets endorsed with the disbursed amount to prevent double financing.
How the bank evaluates your order
The credit officer is answering one question: will this advance die inside shipped export documents? Everything they check serves that answer.
- Order genuineness: is the buyer real, the LC issuer acceptable, the contract unexpired, the value consistent with FOB or CIF norms?
- Your history: past shipment performance, account conduct, and whether you sit on RBI's caution list — a clean record unlocks running-account treatment later.
- Arithmetic: quantum against the lower of order FOB value and domestic goods cost; freight and insurance enter the picture only when goods are ready.
- Production logic: does the requested amount and period match a believable manufacturing cycle for these goods?
- Security: hypothecation or pledge of the stocks and receivables created, plus whatever collateral the sanction demands.
- End-use discipline: staged releases, often straight to suppliers, with progress monitored against the shipment date.
Manufacturer supplying through an export house is not excluded: banks can extend packing credit to manufacturer suppliers against the export house's order details, and credit can be shared between the order holder and the sub-supplier of inputs. If you make the goods and someone else ships them, say so upfront — there is a documented path for it.
After shipment — bridge the receivable

Read the packing-credit guide →Timelines — the three clocks running from day one
Three clocks start the moment money moves. Missing any of them reprices your cheap export credit into expensive domestic debt — silently, and backdated.
| Clock | Norm | What happens on breach |
|---|---|---|
| Sanction | Fresh limits ~45 days; renewals ~30; ad-hoc ~15 (RBI guideline norms) | No penalty — but production waits, so apply the day the PO lands |
| Execution (concessional rate) | Submit export documents within 360 days of advance | Advance loses concessional pricing ab initio — repriced from day one |
| RBI refinance window | ~180 days | Bank's own economics change; extensions possible with conditions |
Two 2026 reliefs worth knowing, both dated: RBI's Trade Relief Measures extended an enhanced 450-day credit period for disbursals made up to 30 June 2026, and permit liquidation from legitimate alternate sources — including domestic sale proceeds or substitution with another export order — where dispatch genuinely failed. Relief windows open and close by circular, so confirm the live position with your bank rather than assuming either applies to a fresh disbursal.
The 21-day habit
Submit original export documents to the bank within 21 days of shipment, every shipment. It is the single discipline that keeps packing credit self-liquidating against bill proceeds instead of snowballing into overdue follow-up.
What it costs — and the subvention that softens it
Packing credit prices below standard domestic working capital — that concessional gap is the whole point of routing factory funding through the export order instead of a cash-credit line. PCFC borrowers price off foreign-currency benchmarks plus permitted margins, with crystallization risk if the 360-day discipline breaks.
- Rupee packing credit: concessional export-credit pricing while the 360-day discipline holds; extensions and overruns reprice upward.
- PCFC: benchmark-linked pricing in USD/EUR/GBP/JPY; unpaid beyond tenor crystallizes into rupees, usually at an unfriendly rate.
- EPM interest subvention: DGFT-notified support on pre- and post-shipment export credit, claimed per-disbursal through a UIN — for FY 2026-27 onwards the UIN must be generated within 15 days of the original disbursal.
- ECGC angle: banks routinely seek ECGC cover on these advances, and holding a shipment policy strengthens your file — check your buyer market's rating before you quote terms.
Never bake subvention into your quotation math until the UIN exists: scheme rates, windows and year-mapping rules move notice to notice, and claims map strictly to the financial year of disbursal. Indicative ranges only — your bank's sanction letter is the only quote that matters. ⚠️
Mistakes that kill approval
- Applying with a buyer name and a number but no dated PO, value, or shipment date — undated intent is not evidence of an order.
- Asking for one lump sum when the cycle clearly stages — banks read lump-sum requests as end-use risk.
- Diverting the first disbursement to domestic dues or salaries and hoping stocks catch up — end-use monitoring exists precisely for this.
- Letting the shipment date slide without telling the bank — a revised schedule negotiated early is banking; a missed date discovered late is default management.
- Ignoring the 360-day clock while chasing buyer extensions — the repricing applies ab initio, wiping out the entire concessional benefit.
- Treating cancellation as a private matter — report it, repay with interest, preserve the track record that earns running-account freedom.

Tell trad your order details →Frequently asked questions
Can I get export finance with just a purchase order, no LC?
Yes. RBI's framework defines packing credit against an LC, a confirmed irrevocable order, or any other evidence of an export order — a signed PO or proforma invoice with buyer details, goods, quantity, value and shipment date qualifies. Banks may start against email or preliminary advice plus your undertaking, then ask for the confirmed order within a reasonable time. An LC simply gets you faster sanction and better terms because the bank's risk is lower.
How much pre-shipment finance can I get against an export order?
The quantum is typically linked to the lower of the order's FOB value and the domestic cost of the goods — freight and insurance are counted later when goods are ready. Disbursal usually comes in stages tied to your production cycle (raw material, processing, packing), often paid directly to suppliers rather than as cash. Your bank fixes the exact percentage after assessing the order and your track record.
How fast can packing credit be sanctioned?
RBI guideline norms are 45 days for fresh limits, 30 days for renewals and 15 days for ad-hoc facilities (faster for Gold Card holders) — these are norms, not guarantees, and disbursement follows only after documents are executed. If you already hold a packing-credit limit or a running account facility, drawdown against a new order can be near-immediate. Start the application the day the PO lands, not the day cash runs out.
What documents does the bank ask for packing credit?
The standard pack is: IEC allotment, the confirmed export order or LC (or preliminary advice plus undertaking), a formal application with end-use undertaking, demand promissory note and packing-credit agreement, supplier proforma invoices where funds go to vendors, and stock statements within about 15 days of the advance plus monthly after that. Restricted-category goods need the DGFT licence or quota proof.
What is the running account packing credit facility?
A facility for exporters with a good track record where the bank releases pre-shipment credit without insisting on an LC or order for every disbursement — you produce the underlying orders within an agreed period (commonly around 30 days). It suits repeat exporters with continuous order flow; first-time exporters start order-wise, with a separate account per contract or LC.
What happens if my export order gets cancelled after taking packing credit?
You repay the advance with accrued interest by purchasing foreign exchange where applicable, and penal pricing can apply from the advance date — cancellation does not convert packing credit into cheap domestic working capital. If dispatch fails for genuine reasons, RBI's 2026 relief framework lets banks permit liquidation from legitimate alternate sources, including domestic sale proceeds or substitution with another export order, subject to conditions. Tell the bank early; evergreening silently is what kills future limits.
Does pre-shipment export credit get interest subvention in 2026?
The Export Promotion Mission (EPM) provides interest subvention support on pre- and post-shipment export credit via DGFT trade notices, claimed through a UIN generated per disbursal — for FY 2026-27 onwards the UIN must be generated within 15 days of the original disbursal. Parameters, rates and windows move notice to notice, so confirm the current trade notice with your bank before counting subvention into your costing.
